There just might be a reason why a slave DNS server would want to send a notify, but I fail to see it. Maybe for people that cant send dns transfers from their own servers could benefit from this. A single line in zone declartion in named.conf (bind9) saying "notify no;" should suffice to disable the rollernet server from sending notifies.
