Probably more difficult to implement, but why not allow mailboxes to exist on domains that do other things with non-matching addresses? Let's say there's a SMTP Redirection domain example.com with selective forwarding turned on. If mailboxes were also allowed for these domains, you could have the setup:
foo@example.com -> SMTP redirection to mail.example.com:25
bar@example.com -> forward to bar@example.org
baz@example.com -> hosted mailbox for baz@example.com
The first two can be done together, but the last part currently requires that the whole domain be switched to "hosted" mode.
