What does this mean?

I saw this in the headers of a spam message that got through filtering. What do I need to adjust to prevent this from happening again?

That's from the SPF module based on the domain's policy. If the domain had indicated -all as the default policy then it would have been rejected, however they are indicating ~all which means "soft failure" which is generally accepted as a default accept. However, you can change the "softfail" action to reject instead of accept if you choose, but this is largely a personal choice, not a technical one.
