I want to send non-spam newsletters to my customers.
Can I use the outbound mail server for this?
The page states "Please note: this service is not suitable for high-volume, outgoing only, mailing lists.".
But when is a mailing considered high-volume?
Please give some advice on this topic.

It's generally acceptable. If there's enough dead/broken addresses on the list to set off our trouble pagers (because it pushes the queue over our monitoring threshold), or AOL recipients who like to click "this is spam" on every message they get, or if every mailing generates a lot of complaints to our abuse address, that's when it becomes a problem. If we do receive complaints we will forward them to you to handle.
What we don't want to see is a million-strong advertising campaign run through our submission server. Those should be run through an ESP like Constant Contact that specialize on those type of mailings and list management. However, a large volume mailing list like the linux kernel mailing list (in part due to its obvious non-spam content) would be acceptable. It ultimately depends if the list causes trouble for us or not.
