I recently had some mail deferred owing to SPF filtering; I have pretty strong filtering, rejecting failures and deferring softfail, unknown and error. When I look at the reason that the mail was deferred, and follow the link to the "why" page at openspf.org, I see:

I'm not sure what "testing its SPF policy" means. Does this fall into one of the categories for "softfail" or "error," and should it?
