"The domain is still testing its SPF policy"

I recently had some mail deferred owing to SPF filtering; I have pretty strong filtering, rejecting failures and deferring softfail, unknown and error. When I look at the reason that the mail was deferred, and follow the link to the "why" page at openspf.org, I see:

I'm not sure what "testing its SPF policy" means. Does this fall into one of the categories for "softfail" or "error," and should it?

When they say "testing its SPF policy" they mean "softfail". It would have returned a softfail if that IP didn't match and the SPF record ended in "?all".
